Snapper single cylinder lawn tractor. Every time the pto is used for more than a few moments, the battery will not restart the mower. Voltage regulator shows 14.7 vdc output. Why is this draining the NEW battery?

Is this what it measures with the PTO on?
Is there any AC measurable at the battery with the engine running?
