well I was finally able to get back to it. got pulley housing freed up, cable pulls it back but I feel belt has been stretch. dug a truck load of grass clippings from underneath. even with pulley fully engaged the belt isn't tight. It slips a bit. going to supplier tomorrow for a new belt and that should make it tight enough for them to spin.
