I can turn flywhell past compression stroke and it will start. I am using a charged battery and tried jumper cables . Does this engine have a compression release .

The engine has too much compression for the starter to turn the flywheel. Pop the valve cover off and check the valve lifter clearance it should be around .030 to adjust the clearance make sure the piston is right before top dead center on the compression stroke ( both valves closed) the engine does have an automatic compression release for easier starting.

I adjusted the valves and it did not correct the problem.

Do you still feel resistance when you turn the flywheel by hand other than compression?

N0 when I turn engine past the compression stroke it turns easer and will start first try. Thanks

What make is the engine? Most Troybilts use 19 hp ohv Briggs or kohlers it makes a difference.
