Is the underside of the deck clear of debris? With the key removed, and preferrably with the spark plug wire(s) disconnected, can you turn the blades completely around? You may have debris buildup and there's not enough room for the blades to turn which is causing an overload on the PTO circuit. Has the deck belt been replaced recently? It could be routed wrong creating excessive tension on the PTO or possibly the wrong size. Same applies to the pulleys. Do they all turn freely without getting in a bind? You may need to release the blade brakes by hand to see if the pulleys all turn freely. Just a few suggestions here to get you started. Good luck!

does it blow fuses if the pto isn't turn on. If it doesn't then you have a short between the pto switch and the electric clutch, including the clutch itself. a bad connection where the clutch plugs into the wiring harness can also cause it to blow fuses.
