Repairs honda hrb 215 throttle problems

Hi all rayyar here, I am a new member and need some help with a Honda harmony hrb 215 I just picked up. the govener holds the throttle wide open all the time and no amount of adjusting the linkeges solves this problem. the only way the engine will run is if I hold the throttle closed manually and then it will idle but It imidiatly dies if I give it any more fuel, but it will rev up if I hold the chock closed and open the throttle. thanks for any help I can get.

sounds like one pf the springs has dropped off.
Take a photo side on and post it on the forum

Can you feel the throttle snap open/closed when operated by hand?

Check for any binding or stiffness in any part(s) of the linkage.

May need to fully disassemble the control plate (metal bracket that holds all the parts, clean, inspect replace/repair damaged part(s) and reassemble. Light application of silicone spray to moving parts.

I finally got all the linkages adjusted properly and confirmed all the springs etc are hooked to the right place, now it will start just fine when chocked but as soon as you move the throttle control to hi speed it labors and dies it wont run unless chocked. I have already removed and disassembled carb and soaked for several hours in berrymans. I am now leaning toward a bad carb.? any thoughts out there?. probably gonna remove carb again and re-soak.

No the throttle does not snap open and closed, it has no return spring it, relies solely on the govner to open and close. I looked real hard to see if there was anywhere for a return spring to be installed but cant see where one would hook. ????

Ray,
step back a foot and take another photo side on with all of the mechanism in a single shot.
The throttle wire ( which should be above the screw not under it ) should pull on a lever which should pull on a spring on the bottom of the govenor arm which should push the throttle butterfly open.

Tour engine is not getting enough gas but there could be more than 1 reason for this.
So start it up and spray all around the back of the carb where it joins to the head with WD 40 or similar using a trigger pack.
DO NOT USE A SPRAY CAN as it could burst into flames and the mower will no longer be a problem.
If this makes a difference ( blow black smoke & probably die ) then you have an air leak and need to replace the gaskets, tighten the mounting studs or both.

Next check the fuel supply to the carb.
When you open the tap you should get a full 1/4" diameter stream of gas coming out.
If not check the tap for bostructions and the fliter isnide the fuel tank as sludge accumulates in the bottom of the tank & blocks off the filter.

100_0988.jpg ok so I re routed throttle cable and checked fuel flow. I am not getting full 1/4 flow from tank at fuel switch but I am getting 1/4 inch flow at carburetor so I will go out and clean tank and filter now.
