Cutting back

Is it recommended to cut back all the plants in the fall right down to the base? I am new to planting so I wondered if it is something I should be doing or if it is necessary or not.

I think it depends on the plant.

Cut back any hostas and leafy plants like that (grasses, chives, etc.) - soft stuff

cut roses back, but just down to like they come in a store in a pot - (a foot or two tall depending on the age/size)

Thanks, my gardens look so horrible with all the dying foliage, I am going to have to get out and get them cleaned up this weekend, the more I look at it the grosser it looks.
