constant blade engagement

I have a bolens h16 and the blades turn all the time even when trying to start it, even though the blade control is in the off position. Any ideas as to what the problem is?

First it depends on what year it is.

If it is a h16 , h16x1 , h16xl. , h16xt

Have you changed the belt? If yes did it start doing this after you changed the belt?

I just changed my belt and i'm having this problem as well? Any idea?

Man I don't remember where I was going with this.

Did it do this before you changed the belt?

Did it work fine one day then not the next or did it start doing it sometimes but not every time?

My mower was fine before my Dad ran over a pile of bricks, the belt split, I changed the belt as instructed, noticed one of the springs connecting to the idler bracket was broke, I fixed that and now it wont start because the deck is trying to engage at the same time.

Is the belt the right size?
Belt on as it should be?

Does it have a blade engage lever or does it engage when you lower the deck
