Yes, new fuel pump, but I would do the following first. Take a very small funnel and a piece of fuel line and make a gravity feed system first. Hook the funnel to the fuel line and fuel line to carb. Put the fuel line you took off the carb and insert it into a container. Put some fuel into the funnel and start the engine. With the engine running watch to see if you get any fuel in the container. No fuel probably replace the pump. You may need a second set of hands to do all this at one time.
