The mower blades slow and stop turning when I get into the slightest heavy grass. However, the engine does not slow or bog down at all. If I disengage the blades and drive further than I can restart them turning again. Is this a PTO clutch failure ($330.00 at my local shop) or a Hydraulic issue from the rear axle that turns the main mower belt?

It could just be your belt slipping. Check to see if you have any tears or if its glazed

If the PTO was going you would have blown fuses or hot metal smell . I bet the belts are glazed .
