Weed Eater

I have a Weed Eater lawn tractor model # 944.60513 that will not move forward or reverse...when I put it in gear the wheels will not turn. Belt is not slipping but when off the ground the wheels will turn when in all the different gears but by just touching them they stop. It has a peerless transmission. Any ideas or help in diagnosing the problem would be appreciated. Thanks.

worn shift pins are a likely cause or something else is broke internally.
