Transmission won't tilt for tension

My lawn boy 10734's height adjuster broke a couple weeks ago and I ordered a new one . Installed it today but after finishing the installion, I can't get the transmission to tilt anymore to produce tension on the belt. The cable is adjusted correctly because it stretches the spring out of resting position .

I have tried tilting the transmission with my hand with no luck. It's not being blocked by anything. I am dumbfounded to what I did because it was working before I changed the chute Assembly.

You have the stop bracket under the deck frame, stopping it from moving up. Need to disassemble the assembly and reassemble making sure the stop bracket does not allow the tranny to drop to far.
