HONDA HRR2168VKA over rev

So my lawn mower is 5 years old, and recently it would not start. I started attempting my first ever repair at it, and what I did first was remove the carburetor and clean it out. It still wouldn't start. Then I changed the spark plug, and that seems to be the problem. But the engine surges up and down, so again I took apart the carburetor and played with the idle adjustment screw on it, and now it is revving at a horrific high speed (sounds like its about to explode every time I start it). I played with the governor linkages, even screwed the idle carburetor screw back to its original position, but nothing works. I royally screwed up and would appreciate any assistance.

I can't tell from the picture, but it seems you hooked the throttle link up in the wrong hole on the carb..... Or something simillar to a hooked up wrong situation ..........
