Have you replaced the fuel filter and spark plug(s)? If you are surging it is usually from inconsistent fuel delivery into the cylinders, either from fuel leakage inside the carb or elsewhere in the fuel system. Could also be a governor issue, although less likely to spring up after sitting. By chance did you try to start it before you cleaned the fuel system?
