Hey guys I'm new to this forum. I like to modify rid eon mowers for off road purposes but I also fix and sell weed eaters, push mowers and whatever I get.
Someone gave me a 600$ honda HRB216 for free and I bought a new carb for it. It started to smoke a bunch and I figured out fairly quickly it had way too much oil. Now it seems to surge a bit, have a hard time starting, and not have as much power as it should I think. What should I do? Drill out the jet maybe?

engine surge is USUALLY a carb. issue, did you clean/replace ENTIRE fuel system components ?? tank, fuel lines, filter, shut-off valve, you possibly put dirt into a new carb ..????

No I didn't replace all the components of the fuel system. Where is the filter located? Is it hidden in the fuel line where the line connects to the tank like a lawn boy?
