hydro gear issue

I have a Toro with two Hydro Gear pumps, the pump # is BDP-10A 433, at the end of the season one pump had a bearing go bad and blowing out a seal, put a new bearing and seal in, works fine, decided to check the other pump, took it apart and just put new seals in, now it has an issue, it drives the wheels forward and backward with no power issue, the issue is moving the lever, the pump when moving the lever seems to have a release issue (it is not smooth when going from forward to reverse), it is a pump issue and not a lever issue, to determine this I switched the pumps from side to side the the issue moved from one side to the other. I wonder if anybody knows much about these pumps. I was wondering if the small ball and spring could be the issue, the charge relief ball and spring. any help would be appreciated.

I would say either something slipped out of place during reassembly or something wasn't installed correctly.
