Hello,
I was given a riding mower. trying to move it but its stuck in gear.
I found the switch under the seat. Didn't change.
got the pedal resting in the middle, which is supposed to be neutral.
both wheels spin opposite when jacked up.

If the mower is powering the wheels and they turn in opposite direction when the back is jacked up that generally indicates that the parking brake is stuck on or jambed with debris.
The parking brake is on the right side behind the wheel.
It works on the layshaft & locks the diff which causes the wheels to turn in opposite directions
Generally you can not push the mower when this happens.

If you can push the mower easily along the ground with the engine off then it could be the hydro gearbox.
On that model there is a rebuild kit available.

The gear box only works in one direction and is seperate from the rear axel which is controlled by the shift lever F-N-R

You also have a drive belt with 3 pulleys that need to be in good working condition

Also under the seat there is a lever that bypasses the gearbox.
It has to be in the drive position and you will need to check that the other end is still connected and moving the bypass lever on the box.
Finally there is a bracket on the front left side of the box that prevent it from tilting.
If this falls off then the mower will not drive either.
