Engine JD 325 idle issues

Just completed overhaul on my Kawasaki fh351v engine, runs great except. Even though I did adjust the governor as specified and all idle screws are set low, when engine is at idle the RPM's will began to creep up to a midrange speed. The only way to bring the RPM's down is to press down on the carburetor throttle linkage which is quite simple to do. It seems that there should be a retarding spring on the linkage which there was not only the spring between the carb and governor arm to pull those two items together. Also what is the limiter on the top of carburetor for and where should it be set? Thanks for the help
