I have seen a lot of articles for cleaning the carburetor for the GCV160 and GCV190. This is a simple carburetor, but you have to clean the idle circuit and the transition holes.
I know the engine must idle/low speed properly or it will hunt. The idle circuit must be working if you have a speed control such as a HRX 217 or a HRB 216.
If you cleaned the idle circuit it should be turned out approximately 1 turn. I do not use the limiter cap anymore as long as it has the spring. This was done for California Compliant. I am not in California. Touching a solder gun to the limiter will remove it.
Now, getting to the idle stop while the engine is running is like impossible. I have modified the stop set screw, on the other side, which touches the throttle. I filed it smooth and I took a hacksaw and cut a screwdriver notch. So while the Carburetor was off I did this.
Now when I need to get to the stop screw I can do this from the other side. And Honda put a cut out for it hmm strange.
Always use a tachometer and go by the manufactures specs.
