I have a FH680V engine (23hp) and my governor has to be run at half open or more for it to run. It looks like to me that the governor is inside the engine, am I correct in thinking that, haven’t had a chance to look closer. If so can I get to it after taking head off?

Not really understanding your post that your governor has to be half open? Maybe choke or throttle. To get to your governor you have to pull your engine out drain oil and pull the sump off because yes it is internal.

You’re right,it’s the choke that has to be half open or better to run all the time.

What happens when you close your choke it's cutting the air down and pulling more fuel in. Sorry about the double post hit the wrong button. Ultrasonic cleaning might do it well.
