Repairs Dixon Not Starting

My older Dixon ZTR will not start. It is making a clicking sound and the battery is brand new. This is my question- could the seat safety button create the clicking sound?

I understand the very basics of the solenoid and starter. I bypassed the solenoid and it did not start. I got a spark and some sound. ( I was not pushing the seat safety button.)

I noticed that the same things were happening regardless of pushing the safety button or not. In the past, I got it going once by cleaning that button. However, that time there was nothing- no clicking.

I cleaned the button but still get clicking. I just blew it out with a can of compressed air. Should I try to take the button apart or maybe cut the two green wires and connect them?

Can I test the solenoid and the starter without taking them off?

Seat switch is not in the starting circuit.
The PTO, brake, and handlebar position are in the starting circuit.
