I have a Honda HHR216VKA that I replaced the rear wheels on because they were bald. I noticed that the pinion gears were worn and replaced those as well. Now I'm having problems getting any sort of pull out of it and the only 2 things left are the belt and the transmission. The belt is tight and when I engage the clutch, the wheels don't roll. Does that mean that the belt is doing its job and I should look at the transmission?

Support the mower on some sort of stand, remembering that the blade will be spinning.
Start he engine & engage the drive and check to see if the axel is rotating.
If the axel is rotating and the wheels are not you have them in the wrong sides as most of them are handed so the wheel will drive in one direction only.
