Snapper rer stops when brake is released

I have a snapper 28” rear engine rider. It starts and runs fine. Until I release the brake pedal.
I have had several snapper rides and all require the brake pedal to be depressed for starting. I don’t understand why it has to be depressed and why it stops. I can find NO switch on the clutch/brake pedal. This unit has no seat switch. Has neutral switch and deck engage switch.

The diagram I am looking at does show a seat switch, but if you're sure it doesn't have one, check the deck switch. Also, I can't tell if this model has a back up cut off, but I have had them hang up on me before.
