Is there any way to check the transmission fluid without removing the cover?
Also, I can't seem to find a replacement gasket online for that. Would the HondaBond HT work for that? Or can someone recommend a replacement?

The Honda HRR216VYA is a Self-propelled lawn mower, what transmission fluid are you talking about...?

The transmission for the self propelled uses 10-30 motor oil as transmission fluid.

10-30 motor oil is for the engine and is not a "transmission fluid"

There are 3 oil seals.
One on each axel and one on the input shaft.
If there is no sign of leakage at all of these places then what was in the box when it left the factory is still in the box.
The clutching mechanism is what usually goes and in this case it looks like the 2 halves of the pulley move apart or the whole box rotates to vary the tension on the belt.
