Husqvarna YTH21K46 - deck blades wont engage

Brand new to this forum. My deck blades wont engage and my deck belt seems very loose. Belt is routed correctly and tensioner seems to be working. I am positive that I have the right size belt. I have a manual lever to engage blades. Any ideas? - Thanks!

Frozen spindle?
If correct belt is correctly routed, on all pulleys and tensioner (engagement) is working properly,
I can't think of anything else.
But, I am always learning something, so I'll stay tuned.

My Huskee 46" appears to be similar.

spindles are free, googled the problem and it said that it could be the clutch or clutch cable assembly, but this doesn't solve the mystery of the extremely loose belt problem. I don't really know how to tell without just replacing and hoping that this is the problem.

With the unit off, engage the PTO lever. Now get down on the ground and pull on the belt. If you can move the belt and pulleys don't turn, one of three things wrong. Wrong belt, belt not routed correctly, belt tensioner not fully engaging.
