It has the filter on it. Not moving apparently. Might just add a nut or two to add weight.

If it isn't moving, then the hose is to dry and needs replaced, or there is too much hose in the tank, not allowing it to move.

It was a brand new filter kit. Is it normal to have totrim the lines? I just put it in.

if they dont move freely, than they need to be shorter

If it came in an Echo bag it should be fine but if it was loose then it could be a generic or multi model kit.
Occasionally they do need trimming or having extra weights added.
I usually replace the grommet as well because they go hard over time and if the fuel pick up tube was prebent some have a right & wrong way to go into the tank.

Shouldn't need to add any weight. Good chance you may have a pin hole or crack in the fuel hose. Engine should run with little to no change in any position. When you turn to edge, the fuel level must be just below the section of damaged hose. You should be able to purchase an assembly that includes all three hoses and grommet.
