My carb does not close when the throttle cable is moved down it stays in the same place. it seems to have something to do with this spring but it seems like it is hooked up correctly.

Wow DAT'S a old one. If you are referring to the top butterfly. That is not the throttle part. Throttle is inside the car toward the engine ........

Which butterfly is not closing ?? The one on top ?? You have a close up pic on that part. There is a spring wrapped around that choke part. The top one is a choke.

You can't see the throttle butterfly unless you take the carb off.

Take a pic while pointing at the one that is not closing.......

I looked good at one of the pics. I had to zoom in on it.. Looks like you are missing a linkage for the choke and the spring goes in the other hole. The linkage you are missing goes into the hole with the spring in it.

OOPS......... No linkage missing, when you move the manual throttle control, that arm moves the black lever to closed position. I thought I was wrong when I posted that to start with.

Been a long since I worked on one of those.................

I found that the black plastic for the choke was broken so the spring was not hooked on to it. I replaced that and it seems to work only issue is when I put the air filter on it bogs down and dies. I adjusted the only screw for the carb and got it running with the air filter on and runs great only problem is when i turn it off now it won't start without taking the air filter off.
