I have a Honda HRB 423 that no longer revs, or more accurately there is no response from the hand throttle as it will respond if I open the throttle manually at the carburetor.
The throttle cable appears to move the linkages correctly, the choke plate moves as it should in the carburetor.
All the linkages and springs appear to be in the correct place, not broken or bent.
It just idles whatever setting I have the hand throttle at. If I manually move the governor lever which opens the carburetor throttle butterfly the revs increase.
I tried adjusting the governor position and this gave much higher revs ( too high ) but changing the hand throttle position once again made no difference.
This has got me stumped, any ideas?
