today after about 15 minutes the mower was missing bad and I barely got it back to the barn. I pulled the plugs and saw they were badly fouled and put new plugs in, started it and it ran fine for about 15 minutes and it again was missing bad. I pulled the plugs and they are again carboned up.

Check the oil level.
If it is too high, change the oil and clean the carb.
Check that the float cuts off the fuel by lifting it while some one cranks the engine.
