Troy built self propelled replaced pull cord, now even though crank shaft will turn manally, when pull cord is pulled, crank shaft wont respond?

So does this troybilt have a briggs, kohler, kawasaki, honda, mtd, engine. How about a model number of the engine

Without knowing anything about the engine or even any details about the manner in which the crankshaft 'won't respond,' I would say you installed the new cord wrong.
