loss of power

I am totally at a loss, i have a 2013 navigator with 885 hours, rear bagger. When i start applying forward speed I can feel the engine rpm's start to decline, when i pull back to stand still it recovers. This has happened once before but only lasted a minute and then performed fine. I was cutting front yard and its Bermuda grass and it started doing this after about 10 minutes of cutting, to the point that if i was going more then snails pace it would almost choke the engine down. I could stop and the engine would recover, but i finally just stopped cutting in fear of burning the engine up. I have done the following: Any ideas would be greatly appreciated, this will drive me crazy and i have no problem taking to the dealer for repair, I just cant stand when I cant fix something

1. replaced gas, cleaned fuel filter, check oil
2. checked air filter, not dirty, but blew it out anyway.
3. checked hydraulic fluid
4.Check belts for binding.
5.replaced battery.
6. Blades spin freely

Unless you have a spray painting grade water trap on your air gun you have just stuffed the air filter so toss it & buy a new one.
Never ever blow out a paper air filter.
Sounds like the governor is not working properly.
