The above mower has a 5.5 Black & Decker engine. There have been complaints of this engine valve problems. Has anyone heard about this?

The model # is 31R07. Type 0001G1 Code 130716ZD 500cc 15.5HP gROSS hp AT 3600 RPM PER Sea J1940
Wondering if this series is covered for a replacement engine?

All the 28,31,33 series are subject to frequent valve adjustment requirements. So people have to adjust the valves several times a year. Others never have to adjust them. Some are adjusted once and never again. On occasion one will require a camshaft replacement due to soft cam lobes, or broken compression release. So why are you asking about a replacement engine.
