Kawasaki H 721V surging at idle

I have a 2005 Ferris 1500 with Kawasaki FH 721 V with about 425 hours.

The govenor is "loping/hunting" at idle; runs fine under load at operating RPM. To date I have:
Replaced fuel filter. Good fuel flow at discharge side of fuel pump
Adjusted valves
Removed fuel cap with no results to check for vaccum lock
New coils (corrected a low power issue) and plugs
Removed air filter to check for flow....no change
Took carb apart; ran fishing line thru passages. All seemed clear when carb cleaner was used
Sometimes unit smells rich
Is somewhat corrected if choke is applied...leads me to believe fuel problem
I haven't tried to adjust governor yet....not sure how on the Kawasaki

What am I missing?

Surging is usually lack of fuel.
Surging at low idle is usually a blocked idle circuit in the carb.
Take the carb apart and give it a good clean ( carb cleaner soaker overnight ultrasound )
Before you do that check for leaks by spraying around the carb and in particular the manifold with WD 40 or similar FROM A TRIGGER PACK.
Any change in the engine running will indicate a fuel leak.
Badly worn valve can also create a similar problem at low speed but vanishes at higher speeds.

Thanks Berts Mobile. I've looked and looked but can't find a schematic or details that would show "which" passage is the idle circuit? Is there a jet to remove? I'll also try the WD 40 to check for leak

Click on "free manuals" in the red title bar
Click on the Kawasaki folder
Click on your engine number.
Section 3 shows an idle fuel needle on the top of the carb and an idle air passage at the front on the left side.
Now this could have been upgraded to an non adjustable carb or the adjuster needle could be under a cover or plug to comply with EPA requirement.
I can not check unless I get the rest of the engine number.
Should be -S??? or -W ??
