Kohler CV 490 Engine Keeps Hunting and Surging At High Speed

I have replaced the fuel filter and carburetor on Kohler CV490 and at high speed get the hunting and surging where the governor linkage moves in and out. Low speed engine runs fine. Any suggestion on the fix. Thanks in advance.

The carb runs out of fuel so the engine slows down.
Engine slows down so governor opens up the throttle and engine speeds up
Then it runs out of fuel again so slows down.
The governor is working properly.
You are not getting enough fuel to the carb or have an air leak between it and the engine.
