Autochoke, does the metal arm hook around the post?

Thermowax failed, replaced it. However it surges and runs poorly till it warms up and choke is forced open by the control arm. I didn't pay enough attention when pulling it apart. Does the metal arm hook around the post on the choke or just push against it?

Pretty sure it just pushes on it, but then I don't see why the metal arm would be spring loaded separately from the rest of the choke control assembly? See photo.

The answer to my original question is no. I went to the dealer and looked at some on the show floor.
