scag 36 in walk behind mower wont start

My neighbor has a scag 36in walk behind mower that is at most 2 years old and said I could use to mow my yards because I'm just starting up, but it will not start, its done this before and the guy who fixed it said it was the carburetor, after he fixed the carburetor it ran great for one cut and did it again after he cut his yard once and gave up trying to fix it. When I did some tinkering with it I took the air filter off and it starts right up if you spray starter fluid in the air intake so it seems like its not getting fuel, I also checked the hoses coming from the tank and the filter and they flow like they should. Can anyone help me with this as I don't know much about lawn mower engines or small engines but am afraid of what a shop might charge to fix this issue.

I'd try adding some gum out fuel additive. Unless you feel like taking the carb apart and poking all the little holes with a guitar string.
