GXV160 hard starting issue

Just got a Snapper with the Honda gxv160 engine and it is incredibly hard to start. Once started I have to leave the throttle in the choke position because if I put it in the "rabbit" position the speed is too slow to cut grass. Once warmed up it will start on the first pull. Any help would be appreciated. Thanks in advance.
