I cleaned the carb inside and out, but it still doesn't seem to be getting fuel. It will fire with starting fluid, so there is spark.
Should I be able to hear or feel gas when I press the primer bulb? Or do I need to tear the carb apart further?

Thanks!

You have already found your answer. You are not getting fuel through the carb. Requires further teardown and cleaning. That primer is an air push primer.

Pulled the carb, took off the bowl. Gas in it. Removed the float. Sprayed everything with cleaner. Don't know how to safely remove anything else.

The mower is nearly new, but it did sit through the winter. I haven't had this much trouble with previous machines.

There is a jet up inside the plastic tower part of that plastic carb. Need to pull out the white part to get to it. Sounds like you have a clogged jet. Also the new Briggs engines are really and I mean really fuel picky. so make sure you have the freshest fuel possible.
