snow blower surge

i have a 2 cycle toro snowblower, and it starts right up, but i can't stop it from surging.
i thought it was carburetor so i cleaned it but it made no difference so i bought a new one,
and it does the same thing.changed plug, still the same. there is something on the schroud
that looke like a condencer. any body got any advise'20161217_102922.jpg20161217_102912.jpg

I see this is a really old thread, and expect you may have figured it out by now. My guess, and mind you just a guess is that there may be a governor on the motor? I have several motors for equipment that in fact have that and they will surge like you describe. Another possibility might be a partially stuck choke??

no ihaven;t just got to cold to work on it, no heat in garage.
when it gets a little warmer iam going to try and reset the gov.
i know its not the choke.

Have you checked the compression on the cylinders yet?
