Trying to get this running correctly for a kart project.
Was not running when I inherited it. Motor was caked with cement...
I bought new carburetor, I'm guessing it's a Chinese knockoff.
Got it all back together, she starts up however it races uncontrollably.
I have researched the correct linkage orientation and how to set Governor arm correctly(undid shaft connecting bolt, opened throttle wide, turned shaft counter clockwise, tightened)
So here's a few pics of set up.

Distance from idle screw in whole #2.
Throttle does not seem closed all the way.
If I detach governor spring, carb throttle closes.
If I move governor spring to another location(3,4) there seems to be too much play, before throttle opens.
Lastly, does the valve cover breather line go back into top fitting on carb. I forgot how it was attached.
