Odd looking lawn

My lawn has perennial rye grass and during heavy downpour I usually endure the hectic job of cleaning out the clogged water in my lawn. I now got a french drain installed and things are better. But the issue is that my lawn has got bare patches in some areas and I also see brown spots or web like threads. This makes the surface look so odd. I tried reseeding the area but I still witness it continuously in other areas too. Do help me out to decimate the issue.

Welcome. There can be many causes, fungal, insect, nutrients, thatch and so on. Depending on your area, you may call your County Extension agent and see if they will look at a sample from your yard.
Dull mower blades can damage your lawn also. Post on what you find out.
