Engine Snapper 7800440 stalling

I have a Snapper walk behind Model #7800440. This is a self-propelled mower. When raising the handle to engage the self-propelled wheels, the mower stalls out. How do I adjust the cable to keep that from happening?

also clean underside of mower deck per manual instructions page 10

The drive wheels engage, but the engine stalls when the do. This cable adjustment will correct that?
