Is this normal?

Working on a friends Troy bilt push mower with Honda engine that has auto choke. Initially mower had slight surging all times including during operation. I went through the carb (main jet, emulsion tube and tiny jet under bolt on top of carb). It seems to run good now except at startup it surges for 3-5 seconds then smooths out. Does this no matter if the engine is cold or hot. Normal?
