2008 Metro M15KA483P won't shut off with Key switch

2008 Metro M15KA483P

My mower won't shut off when I turn the key off. I've checked all the switches individually and they work fine. Am I correct that the red and black wires heading to the engine (left) should short to kill the engine?

Is there any way to check the safety module with a multi meter? I imagine that its just a few diodes. I think I have the logic worked out.

check all connections at backside of key switch as well as fuel solenoid wire at carburetor, check connections at safety interlock module, all ground wires as well by hand.

I found it! the grounding wire to one of the coils was rusted/ broken right at the coil. When I key it off it runs on 1 cylinder.
