kohler cv13 throttle not respondin

Just cleaned and installed float valve. Will not throttle up. Had carb off so many times can do it blindfolded. Idles fine. Help

Thank you for responding. John Deere LT133. MOL133A138994. What I have done. Corrected bowl flooding problem by cleaning and new parts in float assy, valve , valve seat. Problem solved. Linkage operation correct. Only runs on low speed. Manually operated governor and throttle valve with no response. Adjusted governor no response. adjusted speed control, moving bracket up and down no response. Have taken carb of and soaking carb again. Suspect high speed jet. Not removable or adjustable according to shop manual.

OK lets get things right here.
Are you saying that you moved the throttle butterfly ( the one nearest the engine ) and there was no response ?
