Post tractor make, model & serial numbers as well as engine manufacturer and all numbers from engine: example B&S engine, model xxxxxx, type xxxx trim xx. It's called a compression release located on camshaft. You may need to adjust valves, compression release will not operate properly if valves are too loose. Key off, try rotating top of engine with both hands clockwise just past hard spot then try cranking with key.
