Craftsman 917385127 Compression Release

I am working on a Craftsman mower and cannot get it ti start. I pull the compression release bar but it does not seem to release enough compression to start. The more I pull the rope the more compression it builds. I have never messed with a compression release what do I need to do. It is on a Craftsman 917385127 5.5 HP mower
