John Deere 111 H runs at high RPM's

I have a JD 111H that runs at very high RPMs. It will idle properly but you just move the throttle just a small bit and it idles up very high and fast. I changed the internal governor and it still does the same thing. It acts as the governor is not even working when in fact I know that it is ok. I was able to hold the governor and spin it slightly and it opened up as it should. I adjusted the throttle linkage the same that I do all of my other JD and other mowers. (throttle cable all the way down then tighten support screw. Any suggestions? this is not the first time that I have seen the 111 do this. The only thing left that I have not done is adjust the governor lever but it seems to be ok when i manually pull/push it.
