new member, have a push mower question

ok, I've got a bolens push mower I got from my neighbor for free.

its just one of the runof the mill bolens briggs powered push mowers with the plastic carb.

I've fixed a couple of these with surging problems in the past as its usually the crappy paper fuel pump diaghram that
gets stretched out on them and goes bad.

I pulled it apart, cleaned the air filter, cleaned the carb out, cleaned the tank out, and replaced the plug and
paper fuel pump with new pieces and then tossed it back together. still surging.

I'm beginning to wonder if maybe it has a burnt valve or low compression. whats the compression usually supposed
to be on these push mowers, etc?

I dont want to just toss it out as it seems to run pretty good otherwise.

Are your governor springs ok? There should be two, one is for high speed, the other idle. If either is streched or broken the engine will surge.
