Im "Test mowing" a cub 2200 series and it does not seem to pull well "Help"

The mower on the highest speed and on level ground seems to go perfectly fine. Even on level ground it will barely go on a lower speed setting. I can stop on a hill and even on the highest speed it will not pull up the hill. Its like it does not have to power to go. The motor does not faulter nor does the PTO effect this in any way. There has been occasion that when I try to go on level ground it does not go but I can kinda pump the forward lever with my foot and it will take off. A friend and I took the mower covers off and all the rods and springs seem to be intact and working fine. Its kinda weird it seems fine then it seems like a piece of crap. Tranny fluid is full and appears clean. What else could this be. Thanks for the feedback!!

Also it free rolls all the time there is no stopping on hill without brake.

My guess is a loose transmission drive belt.
