Does anyone have instructions on testing and installing start and stop switch on this model?

model 126t02-0675-B2 choke thermostat moves when hot but does not push hard enough against the air vane and choke remains closed. is it possible that the choke is faulty or could it be resistance in the air vane or carburetor? or does is the spring to keep it closed when cold have too much tension?

i just purchased a mower with b & s 4.59 engine. it has a primer, it is very difficult to start if it hasn;t been run for a few hours. i called b & s but only got general answers. it appears to me that the primer is not working as i can;t fell the pressure when pumping. i don't want to return it...
